PUBLIC PARTICIPATION NOTICE
County of Cape May
Application for Community Development Block Grant CV1 and CV2 Funds
The purpose of this Public Notice is to announce to its residents that the County of Cape May intends to apply to the New Jersey Department of Community Affairs (DCA) for $397,191 in Community Development Block Grant CV1 and $1,140,271 in CDBG CV2 funds which were made available
through the CARES Act, Public Law 116-136.
In accordance with NJ DCA rules and CDBG program regulations, the County must conduct a public meeting: (1) to explain federal and state guidelines,
(2) to review eligible and proposed program activities, (3) to consider proposals for an application to NJ DCA, and (4) to receive citizen comments
and recommendations.
The County has determined that best and most effective way to address community needs and prepare, prevent and respond to the ongoing COVID-19
pandemic is to establish the following implementation strategies to address the immediate needs of its low-and moderate-income residents and small
businesses.
The proposed projects and budgets for CDBG CV1 funding are as follows:

In order to obtain the views of residents, public agencies and other interested parties, Cape May County will post a summary of its project proposals on
public display beginning February 18th on the County’s website at the following address: https://www.capemaycountynj.gov/432/Planning-Department.
This document will be available to the public for a period of no less than five (5) business days until March 1st.
On February 22nd at 10:00 am, the Cape May Department of Planning will conduct a Virtual Public Hearing via the Zoom platform to consider the
proposed substantial changes to the FY 2019 CDBG Annual Action Plan. Given the current public health crisis, a virtual hearing is being held in lieu of
an in-person hearing. Members of the public will be given the opportunity to speak during this hearing to verbally submit their public comment. The
log-in information for the Virtual Public Hearing will be posted on the County’s website at the following address: https://www.capemaycountynj.gov/432/

All citizens, groups, and organizations are encouraged to either attend this public hearing and will be given the opportunity to present oral or provide
written testimony concerning the proposed application for NJ DCA CDBG-CV funding.
