NOTICE of DECISION CITY OF NORTHFIELD COMBINED PLANNING BOARD PLEASE TAKE NOTICE that, on December 2, 2021, after a Public Hearing, the Combined Planning Board of the City of Northfield Approved the Application of New Jersey American Water Company, Inc. (the "Applicant"), and on January 6, 2021, adopted a Resolution memorializing that Approval, granting the Applicant's request for Preliminary and Final Major Site Plan Approval, Conditional Use Approval, and Bulk Variance Approval providing for proposed upgrades and improvements to the Mill Road Well and Treatment Station, an existing Public Utility Facility located on a 65,542 square feet property owned by the Applicant, located within an R-1 Single Family Residential Zoning District, in which Public Utility Facilities are conditionally permitted by Ordinance, which has a street address of 47 Mill Road (C.R. 662), and is more particularly known as Block 98, Lot 1 on the Official Tax Maps of the City of Northfield (the "Property"). Conditional Use Approval and Preliminary and Final Site Plan Approval were granted to allow the proposed improvements including, but not limited to the development of a new 6,820 +/- square feet treatment building together with a delivery unloading area, and backwash residuals basin, and natural gas standby generator, all in addition to proposed access improvements along the Mill Road Property frontage, all together with associated utilities, stormwater, landscape buffering, fencing, and other site improvements. Bulk Variance Approval was also granted to allow a single-row landscaping buffer along the side property line when a double row is required. Bulk Variances/Design Waivers were also granted to allow (i) relief from bio-retention swale requirements; (ii) black vinyl clad chain link fence height of 6 ft when a maximum of 4 feet is permitted in Front Yards; (iii) no dedicated off-street parking; (iv) curb cut of 110 feet when a maximum of 50 feet is permitted; (v) no building perimeter landscaping plantings; and (vi) a drive aisle width of 20 feet when a minimum of 25 feet is required.
